2025 vs. 2008 Citizenship Test: What's Different?

A clear comparison of the 2008 and 2025 civics tests: question counts, passing scores, and who studies which list.

The civics test did not quietly replace itself for every applicant on the same day. USCIS ties the version to the N-400 filing date. Studying the wrong bank is the most expensive mistake on this topic, because the questions are not the same set.

Side by side

  • Filing before October 20, 2025: 2008 test, 100 questions, up to 10 asked, 6 to pass.
  • Filing on or after October 20, 2025: 2025 test, 128 questions, up to 20 asked, 12 to pass.
  • Both are oral. Both accept an answer from the official list, or an alternative phrasing the officer accepts.
  • Both have a 20-question starred list for the 65/20 consideration, with 10 asked and 6 to pass.

What did not change

The English test is still its own part of the interview: speaking, reading, and writing. The 50/20 and 55/15 considerations, where they apply, are English exemptions. They do not shrink the civics bank the way the 65/20 consideration does. Passing civics does not approve the N-400 by itself. The officer is also reviewing your application and background.

If your filing date is close to October 20, 2025, do not guess. Check the receipt date and the USCIS page that states the rule.
