Certain applicants aged 65 or older who have been lawful permanent residents for at least 20 years may qualify for special consideration under USCIS rules. The civics questions come from a shorter list of 20 starred questions. An officer asks 10 of them, and 6 correct answers are required.
Whether the 2008 or 2025 starred list applies depends on when Form N-400 was filed. This site does not decide eligibility. Read the official rules before you rely on the shorter list.
During the naturalization interview, USCIS tests English and civics. The civics portion is an oral test of U.S. history and government, drawn from a published list of questions. It is not a written multiple-choice exam.
Read the citizenship test guideThe 2025 study bank has 128 official civics questions. At the interview, an officer asks up to 20 of them. You need 12 correct answers to pass. The officer stops after 12 correct or 9 incorrect.
Study the 2025 questionsOn the 2025 test, 12 out of up to 20. On the 2008 test, 6 out of up to 10. Applicants who qualify for the 65/20 special consideration need 6 correct out of 10 questions taken from a list of 20 starred questions.
Compare the formatsThe 2008 bank has 100 questions and the officer asks up to 10. The 2025 bank has 128 questions and the officer asks up to 20. The passing rate is 60 percent on both. Which version you take depends on your N-400 filing date.
